PREAMBLE

The Preamble to the Constitution of the United States of America!

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

This preamble is a statement of intent by the writers of the Constitution. It tells us why the Constitution was written. In itself, it does not limit the government in any way. Originally, there was no Bill of Rights in the body of the Constitution, . The framers thought that the Preamble explained the peoples rights well enough that a listing of rights was not necessary. The rest of the Constitution was meant to describe how the Federal Government would work.
