This kind of stuff drives me crazy. A last minute adder to the healthcare bill passed by congress earlier this year is an IRS provision that will require, beginning in 2012, all businesses to produce an IRS 1099 form for every vendor from whom they have purchased $600 worth of goods or services during the year.

The intent, of course, is to create a paper trail that will supposedly encourage every business and every person to report all of their income. What it will do is cause every small business to spend more time creating IRS forms; prompt every business to reduce the quantity of vendors that they buy from -- which will put some small businesses out of business.

Unintended consequences!!
