It used to be commonly said that "Everybody talks about the weather but nobody does anything about it."  Well, people are trying to do things about it. 

Last year, a project funded by the United Arab Emerites successfully brought thunderstorms and needed rain to the Arabian Peninsula.  Huge fields of equipment built by a Swiss firm was set up in the desert used to ionize the atmosphere and begin the process which creates rain.  Abu Dhabi, which is normally free of rain, experienced numerous downpours during its driest season. 

The US government has had a similar installation in place in Alaska for several years.  It is called the HAARP project (High-frequency Active Auroral Research Program).  The intent of the semi-secret project is in question but it is obvious that this technology could be used to change the weather for the good of agriculture, to replenish drinking water supplies or as a weapon in time of war.
