On this date in 2000, Martin Luther King Jr. day was observed in all 50 states for the first time.  This Monday, the third in January, was picked because it is nearest his birthday - January 15, 1929.  President Reagan signed into law the observance of this holiday in 1983.  For seventeen years, several states resisted observing the holiday or called it by another name.
