Impeachment proceedings against President Bill Clinton were considered by the House of Representatives in December of 1998.  Independent Counsel Ken Starr presented evidence to the House Judiciary Committee in regards to a sexual harassment law suit brought by Paula Jones. The committee brought to the House floor two counts of perjury, one of abuse of power and one of obstruction of justice. The House voted to send one of the perjury charges and the obstruction of justice charge to the Senate for trial. 

On this date in 1999, the Senate voted 50 guilty to 50 innocent on the perjury charge and 45 to 55 on the obstruction charge.  It takes 67 guilty votes for conviction.  No Democrat voted guilty on either charge.  Slick Willie avoided being ousted from office.  Nineteen years ago today.

Allegations by ladies named Juanita Broaddrick, Kathleen Willey, Gennifer Flowers and Monica Lowinsky were not considered in the Impeachment proceedings.  In light of today's climate, it all happened nineteen years too soon.
