On this date in 1917, 101 years ago today, President Woodrow Wilson requested Congress to declare war on Germany. We became part of World War I - "The War to End All Wars".
We did sign a declaration of war entering World War II but not once since. That act of declaring you are at war seems to be passe. Congress has the power to declare war but the President has the power to direct the military as he sees fit. If the Congress wanted to risk a Constitutional crisis, it could refuse to continue to fund the military.
By the by, our military was woefully underfunded for the last 20 years or more. More than half of the huge deficit budget on which we are now working is earmarked to rebuild our military capabilities. Guns or butter?
