Article I
Section 1. All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."
And so it began; the people set up a dual chambered congress in charge of all legislation. This is the law making body. They did not trust a single person or a small group to make their laws. They wanted a large, diverse body that represented ALL the people. Also note that it addressed the legislative branch first, before the executive and judicial branches.
