These entities are setting up units (groups of people) who operate with full autonomy from the rest of the operation to brainstorm new methods and critique old methods. It's daring to some degree. Companies and governments sometimes get answers they never wanted to hear.
Much of the brainstorming done in government right now, is figuring out how to get things done while avoiding bureaucratic red tape. This means, how to walk that thin line between what is legal and what is not.
Near the end of the Obama Administration, some of this was being tried. President Trump is 'all in' with this.
